May an F-1 student on authorized Post-Completion OPT (or F-1 STEM OPT Extension) enroll in classes at the same time?

No.
Under 8 CFR 214.2(f)(10)(ii)(B), “Termination of practical training. Authorization to engage in optional practical training employment is automatically terminated when the student transfers to another school or begins study at another educational level”. The only exception provided would be “recreational and avocational classes.” Students wishing to pursue non-degree coursework related to their professional field or educational objective do not qualify for this exception.

In short, USDHS does not provide for the ability for a student to pursue Post-Completion F-1 Optional Practical Training or F-1 STEM OPT Extension and pursue coursework as a part-time or full-time student at the same time. The guidance would also apply to students wishing to pursue coursework in a new program at the same degree level.
