Presidential Proclamation Eliminating U.S. Differential Treatment of Hong Kong

On July 14, 2020, the White House published “The President’s Executive Order on Hong Kong Normalization”, which eliminates differential treatment of Hong Kong in relation to U.S. law as it relates to the People’s Republic of China. As stated in the Proclamation, the action is taken in response to a determined change “in Hong Kong’s autonomy” that “no longer warrants treatment under the United States law in the same manner as United States laws were applied to Hong Kong before July 1, 1997.”
